The cultural key
Deuteronomy 17:7 required that the witnesses whose testimony convicted a man throw the first stones: accusation carried physical responsibility. Stoning was heavy labor, so the outer garments came off, and minding the coats placed Saul inside the legal machinery, not among curious bystanders. Executions happened outside the city (Leviticus 24:14), hence 'they cast him out of the city.' Paul later confesses the role in his own words: 'I myself stood by and approved, and watched over the garments of those who killed him' (22:20).
Recovered meaning
One garment pile establishes that Stephen's death was conducted as a formal proceeding and that Saul was a participant with standing in it. Luke plants the persecutor at the first martyr's feet, one chapter before the Damascus road.
