The cultural key
Exactly that, and the ancient world ran on them: with no institutions to verify a stranger, a traveler's standing rode on letters from a mutual connection (the papyri preserve stacks of them, and Paul himself writes them, for Phoebe, for Onesimus). Rival teachers had arrived in Corinth carrying impressive credentials and asking where Paul's were. His answer: 'You yourselves are our letter of recommendation, written on our hearts, to be known and read by all.'
Recovered meaning
Paul's credentials are the congregation itself: a church where there had been none is a reference letter no rival can counterfeit. The jab lands both ways, since Corinth doubting Paul means doubting its own signature.
