The cultural key
The Torah ends with an epitaph: no prophet since has equaled Moses, who spoke with God 'face to face,' directly, not through the dreams and visions given to other prophets. This closing verdict does two things at once: it crowns Moses as unmatched, and it quietly reopens the promise of 18:15, a prophet 'like Moses' yet to come, because no one so far has filled those shoes. The New Testament presents Jesus as that greater-than-Moses, glorified alongside him at the Transfiguration.
Recovered meaning
The books of Moses close by declaring that no one has matched him, and in the same breath leave a Moses-shaped space still to be filled. The Gospels answer it with Jesus, the prophet who not only knew God face to face but was God's own Son.
