The cultural key
In the ancient world a priest was a mediator, standing between the deity and everyone else. Israel is told that the whole nation, not merely a priestly caste, will hold that role, and the implied direction is outward: a people set apart (holy) to bring the nations to God. It is a missionary vocation folded into a national identity. The New Testament lifts the phrase directly and hands the same calling to the church.
Recovered meaning
Israel's election is not a privilege hoarded but a job assigned: to be the priesthood standing between God and a watching world. The status is real, but its purpose points outward to the nations.
