The iota stands for yod, the smallest letter of the Hebrew alphabet, barely an apostrophe. The 'dot' is a tiny stroke or serif that distinguishes one Hebrew letter from a near-twin (like the difference between dalet and resh). Scribes took pride that not one such stroke would be miscopied.
Recovered meaning
Down to the smallest penstroke of the smallest letter, nothing in God's law fails or falls away. Jesus claims to fulfill Scripture, not erase it.
