The cultural key
The tithe (ma'aser) is a tenth of the harvest set aside as belonging to God. The practice is older than the Law, Abraham gives a tenth to Melchizedek and Jacob vows one at Bethel, and it is framed here not as a gift but as returning what is already the LORD's. In Israel the tithe supported the Levites and priests, who received no tribal land, and also the poor, the foreigner, the orphan, and the widow. Malachi's rebuke, 'you are robbing Me' in the tithe, treats withholding it as taking what belongs to God.

The tithe is framed as giving back, not giving away: a tenth that was God's to begin with. It funded those with no land of their own and wove care for the vulnerable into the nation's economy.
