The cultural key
The queen of Sheba crossed the known world on rumor alone to hear Solomon (1 Kings 10); Nineveh, capital of Israel's cruelest enemy, repented at one reluctant prophet's eight-word sermon. Both are Gentiles, both acted on far less evidence than Galilee had standing in front of it. In the judgment scene, they take the witness stand against the covenant people.
Recovered meaning
Pagans who responded to lesser light will out-testify insiders who ignored greater light. And the quiet enormity: Jesus ranks himself above Solomon's wisdom and Jonah's preaching, above the golden age itself.
