The cultural key
The cloud that had led Israel out of Egypt now settled over the tabernacle and became the nation's marching order. When it lifted, they packed and moved; when it stopped, they camped, and there they stayed, whether for a day, a month, or a year, until it moved again. There was no human travel plan, no scout's timetable. The people's entire schedule was surrendered to the visible presence of God, an extreme daily lesson in dependence for a nation still learning to trust.
Recovered meaning
Israel could not plan its own journey; it moved and rested strictly on God's cue. Following the cloud trained a freed slave-people to live at God's pace rather than their own.
