The cultural key
The blessing is startling once you notice who receives it. The town elders publicly pray that a Moabite, from the people barred from the assembly, be like Rachel and Leah, the two wives of Jacob whose children became the twelve tribes. To 'build up the house' is to bear the sons who make a lineage. Bethlehem's elders are folding an outsider into the founding-mothers story of the nation, at the town gate, on the public record.
Recovered meaning
The community does not merely tolerate Ruth; it enthrones her among Israel's matriarchs. The book that opened with flight into enemy Moab ends with Moab's daughter blessed as a mother of Israel itself.
