The cultural key
Necromancy, consulting the dead through a medium, was flatly forbidden in Israel (Deuteronomy 18:10-11; Leviticus 20:6), and Saul himself had expelled the mediums from the land. So his request is layered in tragedy and irony: God has gone silent, refusing to answer him by dream, by the priestly Urim, or by prophet (28:6), and the desperate king now sneaks in disguise, by night, to the very kind of practitioner he had outlawed, in order to summon the ghost of the dead Samuel. The king who once purged the occult ends his story groveling before it, and the apparition only confirms his doom.
Recovered meaning
Cut off from God, Saul secretly seeks the one channel he had himself banned, the dead, marking the last collapse of a king who has lost his way. The medium can raise Samuel, but only to pronounce Saul's ruin.
