The cultural key
The instruction Jesus gave his messengers (see the Matthew 10:14 entry), now performed in the field: pious Jews reportedly shook off the dust of pagan lands rather than carry it into the holy land, so aiming the gesture at Pisidian Antioch's opposition declared their ground foreign. Note who does not receive it: the new disciples in that same city, who 'were filled with joy and with the Holy Spirit' in the very next verse.
Recovered meaning
An enacted verdict with a precise address: not the town, but its refusal. The apostles perform the Gospel instruction by the book and keep moving; the Word's rejection at one stop is treated as routing information, not defeat.
