The cultural key
Pious Jews returning from Gentile lands reportedly shook pagan dust from feet and clothes rather than carry it into the holy land; dust of unclean territory was itself unclean. Jesus tells his messengers to perform that gesture at Jewish towns.
Recovered meaning
An enacted verdict a village couldn't miss: by refusing the kingdom's messengers, you have made yourselves foreign soil. The apostles do it (Acts 13:51): a testimony, not a tantrum.
